Overall goal


Das vorliegende Projekt ist inhaltlich wie organisatorisch ein integraler Bestandteil des EZA-Projektes 2265-00/2004 mit dem Titel "Regionale Integration, interkontinentale Kooperation EU-Lateinamerika und die Frage von Armut, Entwicklung und Demokratie".


Im Mittelpunkt des Projektes steht die Abhaltung eines Round Table von Menschenrechtsprokuratoren und Ombudsleuten aus Lateinamerika und Europa, der im Rahmen der Abschlusskonferenz von REAL 2006 vom 24. bis 26. April 2006 in Wien stattfinden wird.


Der EU-LAC Gipfel von Wien im Mai 2006 wird als ein hervorragender Anlass dafür gesehen, dass sich Volksanwälte, Ombudsleute und MenschenrechtsprokuratorInnen sowie Vertreter von Menschenrechtsorganisationen treffen, um einen generellen Erfahrungsaustausch über die Kontinente hinweg zu pflegen und eine Bestandsaufnahme bestehender Vernetzungen vorzunehmen. Der Round Table zielt auf einen generellen Austausch von Informationen über die aktuelle Arbeit der entsprechenden Prokuratoren und die (faktische und rechtliche) Lage in ihren Ländern und über bestehende Netzwerke ab. Schwerpunktthemen sind Minderheitenschutz, Indigene Völker, Armut und Gender.


Ziel ist eine verstärkte, auch formalisierte Vernetzung zur Stärkung der Akteure im Bereich der Menschenrechts- und Friedenserziehung.

Die Veranstaltung wird in Zusammenarbeit mit der Volksanwaltschaft (Dr. Peter Kostelka) und dem Ludwig Boltzmann Institut für Menschenrechte organisiert und öffentlich zugänglich.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
