Overall goal


Die Elektrifizierung ländlicher Gebiete hat in der Entwicklungsplanung Bhutans höchste Priorität, bis zum Jahr 2020 soll jeder Haushalt zumindest über elektrisches Licht verfügen. Im laufenden 9. Entwicklungsplan (Juli 2002 - Juni 2007) sollen weitere 15.000 ländliche Haushalte an das bhutanische Stromnetz angeschlossen werden. Für dieses ambitionierte Vorhaben gibt es derzeit Finanzierungszusagen der Asiatischen Entwicklungsbank für 8.000 Haushalte und der Niederlande für 3.000 Haushalte, Anträge an UNDP/GEF, Indien und Japan sind derzeit noch in Bearbeitung.

Dieses Programm kann somit als Beispiel für funktionierende Geberkoordination und -kooperation bezeichnet werden, wobei die bhutanischen Stellen bisher ausgezeichnete Koordinierungsarbeit geleistet haben, das Programm effizient implementieren und den Gebern einen genauen Nachweis über die eingesetzten finanziellen Mittel liefern.

Da sowohl Bedarfsanalyse, technische Planungen, Kostenschätzungen und Implementierungskapazität vorhanden sind, ermöglicht der österreichische Beitrag eine rasche und gezielte Implementierung in entlegenen, armen Gebieten. Mit österreichischer Unterstützung wurden bisher 199 Haushalte unter Rural Electrification I und 262 Haushalte unter Rural Electrification ll an das bhutanische Stromnetz angeschlossen. Weitere 384 Haushalte sollen unter Rural Electrification III Zugang zu elektrischem Strom erhalten. Rural Electrification IV ist die Fortsetzung der Unterstützung des erfolgreichen und ambitionierten bhutanischen Vorhabens der ländlichen Elektrifizierung bis 2020.

Die Unterstützung der ländlichen Elektrifizierung ist eine logische Konsequenz des österreichischen Engagements im Wasserkraftsektor und weist einen besonderen Armutsbezug auf. Sie ist im Energiesektorprogramm 2002 - 2004 vorgesehen

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
