Overall goal


Österreich unterstützt seit 2004 den Aufbau eines Wasserfonds zur Finanzierung von ländlichen Wasserversorgungs- und Siedlungshygieneprojekten (Fonds de l'Eau et de l'Assainissement, FEA) in zwei benachteiligten Distrikten Ruandas - Nyamagabe und Nyaruguru. Seit 1.1.2006 hat die ruandische Regierung erfolgreich die Verwaltung des Fonds übernommen.

Bei gegenständlichem Vorhaben handelt es sich um eine Kofinanzierung im Rahmen der EU-ACP-Wasserfazilität mit einem Gesamtbudget von EURO 5.550.432,-- (EK: 50%; ADA: 40%; ruand. Regierung: 10%). Die zur Verfügung gestellten Projektmittel werden in Form von spezifischen Sub-Projekten, die von der Zielbevölkerung beim lokalen Projektbüro (FEA) eingereicht werden, unter Anwendung von spezifischen Prozeduren und Richtlinien umgesetzt.

Ziel des Projekts ist weiterhin die Verbesserung der Lebensbedingungen für die ländliche Bevölkerung in den Distrikten Nyamagabe und Nyaruguru durch Verbesserung der ländlichen Wasserversorgung und Maßnahmen im Bereich Siedlungshygiene. Rund 200.000 Menschen soll damit der Zugang zu sauberem Trinkwasser ermöglicht, rund 8.400 Menschen sollen in Institutionen mit Sanitäreinrichtungen versorgt werden. Über Sensiblisierungsmaßnahmen in den ländlichen Gebieten sollen eigene Investitionen im Bereich häuslicher Sanitärversorgung mobilisiert werden. Weiters gibt es in Ruanda derzeit konkrete Anstrengungen der Regierung und Gebergemeinschaft, den inzwischen erprobten Finanzierungsmechanismus landesweit zur Anwendung zu bringen und in einer "Agence de l'Eau et de l'Assainissement" institutionell zu verankern.

Im Rahmen von Trainingsmaßnahmen von lokalen Wasserkomittees, Distriktverantwortlichen und privaten Betreibern der Infrastruktur wird i) eine wesentliche Basis für den nachhaltigen Betrieb der Infrastruktureinrichtungen gelegt, ii) Bewusstseinsbildung im Bereich Siedlungshygiene betrieben, und iii) die Beteiligung von Frauen an Entscheidungsprozessen und in Management-Positionen gezielt gefördert.
