Overall goal


Ziel des Projektes ist es einen Beitrag zum Entstehen eines Marktes für die nachhaltige Entwicklung von Wasserkraftprojekten in Laos zu leisten.


Expected results


Die ADA ermöglicht mit ihrer finanziellen Unterstützung die Entwicklung mehrerer laotischer Ingenieurbüros hin zu Projektentwicklungsunternehmen nach europäischem Standard. Der lokale Partner Archiineers wird befähigt für Phase 2 des Projekts die Hauptverantwortung zu tragen. Zugleich wird die Gründung einer Entwicklungsgesellschaft zwischen dem Antragsteller ILF Consulting Engineers Austria und der Österreichischen Entwicklungsbank unterstützt.

Die Initiative schafft kurzfristig 200 neue Arbeitsplätze, während des Betriebs der Kraftwerke langfristig 150. Ca. 10 lokale Unternehmen werden an Vorbereitung und Betrieb der 5 geplanten Kraftwerke beteiligt sein.

 


Target group / Beneficiaries


Mittelfristig kommen diese Investitionen und das daraus resultierende Wirtschaftswachstum der Bevölkerung, dem lokalen Privatsektor und dem Staat zu Gute.

 


Activities


Die Wirtschaftspartnerschaft umfasst:

- Phase 1: Technische, wirtschaftliche und juristische Strukturierung der Projekte (Business Plan und GAP-Analyse)

- Phase 2: Entwicklung der Projekte bis zum Zeitpunkt „Ready to Build“ (Feasibility Study, Basic Design, Tender Design und Permitting)

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
