Overall goal


Dieses Projekt unterstützt den Wiederaufbau der Grundbuchsverwaltung in Bosnien und Herzegowina, die ursprünglich im 19. Jahrhundert von den österreichischen Behörden eingeführt wurde, in der Zeit des sozialistischen Jugoslawiens und der Kriegs in Bosnien und Herzegowina zwischen 1992 und 1995 arg in Mitleidenschaft gezogen wurde.


Das Vorhaben beinhaltet Schulungsmaßnahmen für Mitarbeiter der Gerichte in Bosnien und Herzegowina, den Aufbau EDV-gestützter Grundbuchsdatenbanken an den Gerichten (inklusive Anschaffung von Hard- und Software), Unterstützung der Gerichte in Bosnien und Herzegowina bei der Übertragung ihrer Daten in das neu aufzubauende elektronische System durch "mobile Teams".


Die Identifikation des Vorhabens erfolgte im Rahmen der Konsulentenmission "Wirtschaft und Beschäftigung" im Juni 2003. Der Wiederaufbau des Grundbuchssystems stellt den Kernbestandteil der Umsetzung des ADA-Landesprogramms für Bosnien und Herzegowina dar; damit wird eine wesentliche Voraussetzung für einen wirtschaftlichen Aufschwung des Landes geschaffen. Ein funktionierendes Grundbuchssystem ist sowohl für ausländische Investoren, wie auch für den Aufbau eines Systems von Hypothekarkrediten von entscheidender Bedeutung.


Das Projekt wird zu rund 60% von der schwedischen Entwicklungszusammenarbeit SIDA finanziert; Österreich beteiligt sich mit seinem Beitrag an diesem gemeinsamen schwedisch-deutschen Projekt und leistet damit ein Beispiel für effiziente Zusammenarbeit von Gebern in Bosnien und Herzegowina.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
