Projektziel:

Das vorliegende Projekt verfolgt die Zielsetzung Kinder von Minderheiten, mit Hilfe eines alternativen und zusätzlich aufbauenden Modells zum Public Second Chance Programm, in Schulen zu reintegrieren. Der geographische Fokus liegt dabei auf die Region Kruja in Mittelalbanien.

300 Kinder sind wieder Teil des ofiziellen Schulsystems.

Zielgruppe:

300 Kindern, welche die Schule frühzeitig verlassen haben oder nie die Möglichkeit hatten eine staatliche Schule zu besuchen; Zusätzlich werden 50 LehrerInnen wie auch PsychologInnen, Kinderrechtsarbeiter und regionale BeamtInnen durch verschiedene Trainings weitergebildet, um Familien durch zu mobilisieren und neue didaktische Methoden im Unterrichten und allgemeinen Umgang anzuwenden.


Activities


Die Aktivitäten umfassen:

Die Identifizierung der Kinder-Schutzeinheiten und GemeindearbeiterInnen, des Schulpersonals und der Kinder; die Ausbildung der Lehrer und Jugendschutz/SozialarbeiterInnen in der Anwendung neuer Mobilisierungs- und Lehrmethoden; Hausbesuche bei den Eltern und anderen Familienmitgliedern der betroffenen Kinder um Sensibilisierungsarbeit durchzuführen.

Hintergrundinformation:

Das Bildungssystem in Albanien steht unter der Herausforderung, die verpflichtende Grundbildung aller Kinder, besonders auch aus marginalisierten Gruppen zu sichern. Jedoch die Integration von Kindern aus Minderheiten in das Schulsystem gestaltet sich nach wie vor schwierig. Das zeigt die Teilnahme von lediglich 417 Kindern aus Minderheiten in dem von der öffentlichen Hand durchgeführten Public Second Chance Programm, das in 34 Schulen Albaniens umgesetzt wird.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
