Short Description:

Overall goal


The overall objective of the Protracted Relief and Recovery Operation (PRRO) of the WFP in Ethiopia is to address structural food insecurity and malnutrition among people living in disaster-prone areas. The specific objective is to provide short-term food assistance for households in periods of acute emergency stress, in line with WFP's Strategic Objective to "Save lives and protect livelihoods in emergencies".


Expected results


The outcomes of this project are a stabilized or improved food consumption over the assistance period for the targeted conflict-affected Internally Displaced Persons (IDPs) in Ethiopia. The contribution of EUR 600,000 will enable WFP to assist up to 82,000 conflict-affected IDPs through cash-based transfers (CBT), i.e. the provision of cash assistance to the targeted most food-insecure and vulnerable people, enabling them to access food directly in areas where markets are functioning.

 


Target group / Beneficiaries


WFP works with government institutions such as the National and Regional Disaster Risk Management Commissions (NDRMC and RDRMC) to coordinate and carry out the food assistance activities. During implementation, WFP also collaborates with other UN agencies such as IOM, UN-OCHA, UNICEF and NGOs to ensure a coordinated approach in the provision of this humanitarian assistance.


Activities


- Distribute cash assistance to conflict-affected IDPs.

- Provide training for RDRMC staff to ensure standard processes for cash-based transfers are followed.

- With the RDRMC conduct regular on-site monitoring and distribution activities.

- Monitor market prices.

 


Context


The worsening nutrition and food security situation in Ethiopia is aggrevated by the on-going conflict along the borders between Oromia and Somali Regions and recent inter-communal conflict between West Guji (Oromia) and the Gedeo in the Southern Nations, Nationalities and People's Region (SNNPR). The displacement has negatively affected internally displaced people's (IDPs) access to food as their livelihoods and income sources have been destroyed.

The number of people displaced from their homes due to inter-ethnic fighting in Ethiopia has doubledd in the span of one year. As of July 2018, there are an estimated 2.1 million conlfict-induced IDPs in the Country, including an estimated 425,000 in the Somali Region, 743,400 in the Oromia Region and 822,200 in the SNNPR.

Together with the Government through the National Disaster Risk Management Commission (NDRMC), WFP is one of the key operators responding to the acute food needs in the country, through food distribution to both the displaced and drought-affected people.
