Overall goal


Mit gegenständlichem Vertrag werden die Kosten für die 4. Entsendung (2011 / 2012) eines österreichischen Experten im Bereich Wasserversorgung und Siedlungshygiene finanziert, der die Afrikanische Wasserfazilität (AWF) im operativen Bereich unterstützen soll. Der Experte wird in den Personalstand der Afrikanischen Entwicklungsbank eingegliedert, die mit der Abwicklung der AWF betraut ist. Hauptaufgabe des Experten ist die Unterstützung der AWF bei der Implementierung ihrer Aktivitäten. Dabei wird er die AWF ganz besonders bei der Umsetzung der mittlerweile aufgebauten Projektpipeline unterstützen. Der Experte unterliegt ausschließlich der Berichtslegungspflicht innerhalb der AWF.


Die OEZA finanzierte bereits 3 Entsendungen zur African Water Facility, einem Instrument von African Ministers Council on Water (AMCOW), welches von der Afrikanischen Entwicklungsbank (AfDB) verwaltet wird. Die AWF hat das Ziel, strategisch relevante Pilotprojekte mit Lerneffekten im Policy-Bereich, aber auch konkrete armutsorientierte Vorhaben im Wasser- und Sanitärsektor in allen Ländern und Regionen Afrikas zu finanzieren. Neben der OEZA wird die AWF von der EK, CAN, DfID, ES, DK, FR, NOR und SE unterstützt.


Neben der Expertenentsendung leistete die OEZA bisher einen finanziellen Beitrag von 400.000 EUR pro Jahr für das operationelle Budget der AWF. Es ist geplant, dass das österreichischen BMF die weiteren Beiträge zum operationellen Budget der AWF übernimmt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
