Overall goal


Österreich beteiligt sich erstmals in Nicaragua gemeinsam mit anderen Gebern (Schweden, Finnland, Niederlande und Weltbank) an einer Initiative zur Sektorbudgethilfe im Gesundheitsbereich. Inhaltlich geht es um die anteilige Finanzierung des Fünf-Jahres-Planes der nicaraguanischen Regierung im Gesundheitssektor. Folgende Ziele stehen im Mittelpunkt:

1) Erhöhung der Qualität und der Zugangsmöglichkeiten zur medizinischen Grundversorgung v.a. für die ländliche Bevölkerung (insbes. Mütter und Kinder)

2) Ausbau von medizinischen Einrichtungen in den Zielgebieten, um für die ärmsten Bevölkerungsgruppen die medizinische Grundversorgung sicher zu stellen.

3) Verbesserung im Bereich der guten Regierungsführung (good governance), Stärkung der institutionellen Kapazitäten (institution building), Förderung der Dezentralisierung und der demokratischen Mitbestimmung der Bevölkerung.


Verbindung zu Projekt:

Im Gesundheitssektor unterstützt die OEZA in Nicaragua auch das von Horizont 3000 durchgeführte Projekt 1494-00/2005 "Umsetzung des Gesundheitsmodells der autonomen Atlantik Region Nord (RAAN) und HIV/AIDS Betreuung der Bevölkerung in der Karibikregion", wobei u.a. mit der Regionalregierung der RAAN und dem Gesundheitsministerium kooperiert wird.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
