Ziel des gegenständlichen Vorhabens ist es, das Service National des Juridictions Gacaca (SNJG) beim Aufbau eines Dokumentationszentrums über die Gacaca-Gerichtsbarkeit zu unterstützen. Dieses dient in erster Linie historischen und Forschungszwecken (audio-visuelles Archiv), soll für die ruandische und internationale Öffentlichkeit zugänglich sein, Bewusstsein für demokratische Werte und Menschenrechte schaffen sowie Versöhnung in der ruandischen Gesellschaft fördern.

Die Gacaca-Gerichtsbarkeit - ursprünglich eine Volksgerichtsbarkeit zur Regelung von geringfügigen Straftaten auf Dorfebene - wurde von der ruandischen Regierung 2002 wieder eingeführt. Sie sollte als traditionelle, partizipative Gerichtsbarkeit den Prozess der Aburteilung der des Genozids Verdächtigen in Ruanda beschleunigen (was mit der Kapazität des klassischen Justizsystems über 100 Jahre dauern würde). Österreich unterstützte bereits von 2002-2005 die Abteilung für Gacaca-Gerichtsbarkeit, welche zunächst als Teil des Obersten Gerichtshofes in Ruanda eine gute Umsetzung der Gacaca-Prozesse gewährleisten sollte. 2004 wurden die Agenden dem SNJG übertragen, dessen wesentliche Aufgaben das Follow-up, die Überwachung und Koordinierung der Gacaca-Gerichtsbarkeit beinhalten.

Gegenständliches Vorhaben stellt eine abschließende Unterstützung der Gacaca-Gerichtsbarkeit durch Österreich dar. Österreichs Beitrag beträgt rund 61% der Gesamtkosten. Die restlichen Mittel werden von der ruandischen Regierung aufgebracht.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
