Overall goal

The overall objective of the Project is the availability of skilled labour force to fill skills shortages in the renewable energy sector and thereby facilitate the green transition in Moldova.

At the system level, the introduction of new and revised qualifications to attend the need for qualified workers in the renewable energy sector will be achieved. At end-beneficiary level, young and adult learners possess skills qualifying them for new job opportunities.

Expected results

Output 1 - Standard and curriculum development Occupational and qualification standards and curricula developed for the renewable energy sector.

Output 2 - Institutional support and capacity building: Technical vocational education and training (TVET) providers have capacitated to integrate new/ revised curricula into their operations.

Output 3 - Skills Development: New and revised TVET curricula developed and piloted in the selected occupations.

Output 4 - Policy support and awareness raising: Stakeholders are sensitised on skills for the green transition and on Education for Sustainable Development into TVET and LLL, including a focus on gender equality and increasing female participation. A Coordination Committee on Skills for the Green Transition has been established. Young people, in particular women and girls, are encouraged towards career choices in the renewable energy sector and are sensitised about environmental topics. A validated, gender-sensitive market system analysis outlines future sector developments and strategies for better including women, girls and disadvantaged learners into the project.

Target group / Beneficiaries

The implementing partner will be the NGO "AED Asocia?ia Ob?teasc? Educa?ie pentru Dezvoltare" (Public Association for the Development of Education). AED’s role in this project is to facilitate the development of occupational and qualification standards, their translation into curriculum development, as well as teacher training and to monitor and coach training at local level.

In particular girls and women will benefit from a broadened view on occupational choices and skills training in “non-traditional” occupations. The intervention targets about 1,940 direct beneficiaries.


Under Output 1: Analysis on skills requirements for three occupations. Draft new/revise occupational profiles, standards and curricula. Draft and integrate new/revised curricula into the training portfolio of TVET providers and develop learning materials.

Under Output 2: Trainings and capacity building with at least 30 technical staff on skills for the green transition. Sensitize staff and mainstream more environmentally sustainable practices into the management of TVET providers. Revise initial and in-service training programmes for TVET teachers and instructors in three occupations. Develop and pilot one module on gender-transformative Education for Sustainable Development.

Under Output 3: Train at least 26 teachers of at least four TVET providers on three new / revised curricula. Pilot the new/revised curricula with at least four TVET providers. New / reviewed training for at least 125 learners.

Under Output 4: National and sectoral capacity building and sensitization with policy makers, social partners, civil society and experts on the just transition and decent, green jobs. Sensitisation campaign on environmental and decent work topics, reaching at least 1000 young women and men. Awareness raising on career choices in the renewable energy sector with at least 500 girls and women. Gender-sensitive Market System Analysis on the renewable energy sector to determine future developments of the sector including recommendations for measures to better include women, girls, and disadvantaged learners.


Moldova suffers from a high dependence on fossil fuels from Russia and Ukraine, a lack of diversification and nationally produced energy as well as increasing negative effects from climate change. The effective production of renewable energies, in particular solar and geothermic energy is currently constrained by the lack of qualified staff. Investing into renewable energies as a local source will decrease the country’s dependency on costly imports with likely spill-over effects into the production in other sectors and the cost of living. To bring these energies to their full effectiveness, skills shortages need to be urgently addressed. This multi-donor project will be cofinanced by the Liechtenstein Development Service (LED).
