Overall goal


Der Stillstand in den palästinensisch-israelischen Friedensbemühungen hat maßgeblich zur Verarmung breiter Teile der palästinensischen Bevölkerung beigetragen (bereits 2007 lebten knapp 50% aller Palästinenser in der West Bank und knapp 80% der Einwohner Gazas unter der nationalen Armutsgrenze). Da in Palästina keine funktionierende Staatlichkeit existiert, kommt Organisationen der Zivilgesellschaft eine besonders wichtige Rolle in der Armutsbekämpfung zu.


Die OEZA finanziert deshalb den Sozialentwicklungsfond der 'Welfare Association', einer seit Jahren erfolgreich arbeitenden palästinensischen NGO. Der Fond wird durch die Identifizierung und Unterstützung von basisnah tätigen Organisationen einen Beitrag zur Armutsminderung leisten. Dabei konzentriert sich der Fond auf besonders benachteiligte Regionen wie z.B. die Gegenden von Hebron, Jericho, Salfit oder Gaza.


Das Projekt wird im Rahmen der österr. Anstrengungen für den Aufbau von Kapazitäten innerhalb der palästinensischen Zivilgesellschaft durchgeführt. Im Rahmen von Komponente I des Projekts (98.600 Euro) werden Planungs- und Managementkapazitäten kleiner, lokal tätiger Organisationen aufgebaut und verbessert. Die geförderten Organisationen sollen in die Lage versetzt werden, eigenverantwortlich ihre personellen, institutionellen und programmatischen Veränderungsprozesse zu gestalten. Um Nachhaltigkeit zu sichern, konzentriert sich Komponente II (670.000 Euro) auf die Förderung auf Kleinprojekte in den Bereichen Geschlechtergleichstellung, Menschenrechtsförderung und Gemeinwesenentwicklung.


Von den Schulungs- und Trainingsmaßnahmen werden insgesamt bis zu 60 basisnah arbeitende Organisationen profitieren: Mit ihren Initiativen sollen sie innerhalb der Projektlaufzeit 25.000 Begünstigte nachhaltig aus der absoluten Armut führen.
