Overall goal


Übergeordnetes Ziel dieses Projekts ist die Unterstützung von AKP-Ländern bei der Kooperation mit der EU.


Projektziel ist die Stärkung der Europa-Kompetenz des diplomatischen Diensts der betreffenden Länder durch zielorientierte Aus- und Fortbildungsmaßnahmen. Insbesonders werden die Staaten dabei unterstützt, die für die Planung und Implementierung von Kooperationsprogrammen mit der EU nötigen Personalkapazitäten auf- und auszubauen.


Erwartete Ergebnisse der geförderten Projekte sind

- Erhöhung des Kenntnisstands der TeilnehmerInnen über die politischen und wirtschaftlichen Zielsetzungen der EU, ihre Institutionen und Entscheidungsstrukturen, sowie wichtige Politikbereiche

- Verbesserung von relevanten Kompetenzen und professional skills (Verhandlungstechnik. Projektmanagement, interkulturelle Kompetenz etc.)

- Festigung von Standards betreffend Good Governance, Rule of Law, Sustainable Development, Human Rights und Gender Mainstreaming.


Dies wird durch folgende Maßnahmen erreicht:

- 4 Spezialkurse an der DA Wien

- 2 Exkursionen zu den europäischen Institutionen in Brüssel

- 15 Stipendien für die postgradualen Lehrgänge der DA


Adressaten der Aus- und Fortbildungsmaßnahmen sind Angehörige der öffentlichen Verwaltung, sowie StudentInnen, die sich für eine Funktion in der öffentlichen Verwaltung qualifizieren wollen, aus den AKP-Staaten und Buthan.

Im Rahmen des Programms sind insgesamt 4 Spezialkurse vorgesehen, die auf Wunsch des BMeiA im Zuge der Sicherheitsratskandidatur Österreichs zwischen DAK und ADA vereinbart worden sind. Dazu sollen 15 Stipendien für die Lehrgänge der DA vergeben werden. Die Gesamtanzahl der Begünstigten liegt damit bei ca. 70 SpezialkursteilnehmerInnen und 15 StipendiatInnen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
