Overall goal


Übergeordnetes Ziel dieses Projekts ist die Unterstützung der im Folgenden genannten Länder Ost- und Südosteuropas bei der Kooperation mit der EU, entweder zur Förderung des Beitrittsprozesses oder im Rahmen der europäischen Nachbarschaftspolitik und der östlichen Nachbarschaft.


Projektziel ist die Stärkung der Europa-Kompetenz in der öffentlichen Verwaltung der betreffenden Länder durch zielorientierte Aus- und Fortbildungsmaßnahmen. Insbesonders sollten die Staaten dabei unterstützt werden, an EU-Kooperationsprogrammen zu partizipieren und Strukturreformmittel anzusprechen.


Erwartete Ergebnisse des geförderten Projekts sind:

- Erhöhung des Kenntnisstands der TeilnehmerInnen über die politischen und wirtschaftlichen Zielsetzungen der EU, ihre Institutionen und Entscheidungsstrukturen, sowie wichtige Politikbereiche

- Verbesserung von relevanten sprachlichen Kompetenzen und professional skills (Verhandlungstechnik, interkulturelle Kompetenz, etc.)

- Festigung von Standards betreffend Good Governance, Rule of Law, Sustainable Development und Gender Mainstreaming.


Dies wird durch folgende Maßnahmen erreicht:

- Spezialkurse an der DA Wien

- Exkursionen zu den europäischen Institutionen in Brüssel

- Seminare in einzelnen Zielländern

- Stipendien für die postgradualen Lehrgänge und den DAF-Sommerkurs der DA


Adressaten dieser Bildungsmaßnahmen sind Angehörige der öffentlichen Verwaltung sowie StudentInnen, die sich für eine Funktion in der öffentlichen Verwaltung qualifizieren wollen, aus den folgenden Ländern: Albanien, Bosnien und Herzegowina, Kosovo, Mazedonien, Moldau, Montenegro, Serbien, Ukraine sowie Armenien, Aserbaidschan und Georgien.


Im Rahmen des Programms sind insgesamt 6 Spezialkurse sowie 30 Seminartage vorgesehen. Dazu sollen 24 Stipendien für die Lehrgänge der DA und 30 Stipendien für den DAF-Sommerkurs vergeben werden. Die Gesamtanzahl der Begünstigten liegt damit bei ca. 180 Spezialkurs- und SeminarteilnehmerInnen und 54 StipendiatInnen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
