Overall goal


Ziel des Projektes mit der Diplomatischen Akademie Wien (DA) ist es die Europa-Kompetenz der begünstigten Länder in Südosteuropa, im Donauraum und der Schwarzmeerregion durch Aus- und Fortbildungsmaßnahmen zu stärken. Zielgruppe sind MitarbeiterInnen der öffentlichen Verwaltung, die sich mit EU-Angelegenheiten befassen und StudentInnen, die sich für eine Tätigkeit im öffentlichen Dienst qualifizieren wollen.


Folgende Ergebnisse werden mit dem Projekt angestrebt:

MitarbeiterInnen der öffentlichen Verwaltung

- entwickeln ein besseres Verständnis für die EU, ihre Institutionen, Entscheidungsstrukturen

- kennen die Rechtsgrundlagen wichtiger Politikbereiche der EU

- verfügen über fachliche, sprachliche und interkulturelle Kompetenz, um effiziente Verhandlungen mit der EU zu führen

- sind vertraut mit den Konzepten und dem rechtlichen und politischen Stand der Diskussion über Good Governance, Sustainable Development, Gender Mainstreaming und können dieses Wissen anwenden

- kennen die Integrationsstrukturen und Möglichkeiten einer engeren Zusammenarbeit mit der EU.


Das wird durch folgende Maßnahmen erreicht: Spezialkurse an der DA, Exkursionen zu den europäischen Institutionen in Brüssel sowie Stipendien für die postgradualen Lehrgänge und den Deutsch-als-Fremdsprache-Sommerkurs der DA.

Der teilnehmende Personenkreis kommt aus folgenden Ländern: Albanien, Bosnien und Herzegowina, Kosovo, Mazedonien, Moldau, Montenegro, Serbien, Armenien, Aserbaidschan, Georgien sowie Ukraine. Im Rahmen des Projekts sind zwei Spezialkurse zu 4 und 9 Wochen mit insgesamt ca. 33 SpezialkursteilnehmerInnen vorgesehen. Darüber hinaus werden 17 Stipendien vergeben.

    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
