Overall goal


Ziel des Projektes ist die Stärkung der Europa-Kompetenz innerhalb der öffentlichen Verwaltungen der begünstigten Länder durch maßgeschneiderte Aus- und Fortbildungsmaßnahmen. Die Staaten werden dabei unterstützt, an Kooperationsprogrammen mit der EU und internationalen Organisationen teilzunehmen. Durch ein besseres Verständnis für internationale Beziehungen, insbesondere mit der EU, deren Institutionen und Entscheidungsmechanismen können die TeilnehmerInnen der Aus- und Fortbildungen an der Ausarbeitung und Umsetzung von Entwicklungsplänen, -strategien und Kooperationsprogrammen v.a. in den Bereichen Entwicklung, Handel, Umwelt, Konfliktverhütung, Demokratie, Rechtsstaatlichkeit und Migration effizienter mitwirken.


Die Projektmaßnahmen umfassen

• Spezialkurse an der DA Wien

• Exkursionen zu internationalen Organisationen in Wien und europäischen Institutionen in Brüssel

• Stipendien für postgraduale DA-Lehrgänge

• DA-Seminare in ausgewählten AKP-Zielländern


Zielgruppe der Projektmaßnahmen sind MitarbeiterInnen der öffentlichen Verwaltung, die sich mit internationalen Angelegenheiten befassen, und StudentInnen, die sich für eine Tätigkeit im öffentlichen Dienst qualifizieren wollen, aus folgenden Ländern und Regionen: AKP-Staaten (Staaten Afrikas, der Karibik und des Pazifikraumes), Bhutan, Palästinensische Gebiete, Donauraum/Westbalkan und Schwarzmeerregion/Südkaukasus.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
