Overall goal


Vorliegendes Projekt ist die Fortsetzung und regionale Ausweitung eines Pilotprojekts, das bisher in Aserbaidschan durchgeführt wurde. Das Vorhaben erstreckt sich nun auf alle drei südkaukasischen Länder Aserbaidschan, Georgien und Armenien. Wie in Phase I handelt es sich um eine Finanzierung durch mehrere Geber, in dem die Österreichische Entwicklungszusammenarbeit den überwiegenden Anteil finanzieller Mittel beisteuert.

Ziel des Vorhabens ist, die sozioökonomischen Integration der Minenopfer durch soziale Betreuung, berufsbezogene Ausbildung (KMU) und Erwerbstätigkeit. Neben der Einrichtung eines Mikrokredit-Programmes, das ca. 200 Personen zu Gute kommen soll, und der Vermittlung von etwa 30 Arbeitsplätzen, werden in maßgeschneiderten Programmen die Kapazitäten der einzelnen Länder für die Betreuung von Minenopfern gestärkt: das Spektrum der Aktivitäten reicht von Koordinierung und Awareness Raising bis zur Kapazitätenentwicklung von staatlichen und nichtstaatlichen Organisationen. Zusätzlich deckt eine Regionalkomponente als weitere Schwerpunktsetzung vertrauensfördernde Maßnahmen zwischen den teilnehmenden Experten und Gruppen aus Aserbaidschan und Armenien ab. Die Sichtbarkeit der Aktivitäten wird komplementär durch eine Medienstrategie abgesichert.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
