Overall goal


Vorliegendes Projekt zielt darauf ab, im Rahmen des Stabiltätspakts für Südosteuropa die "Initiative Against Organised Crime" (SPOC) durch die Unterstützung des "Regional Centre Bucharest" zu fördern. Die Inititative gegen das organisierte Verbrechen unterstützt die teilnehmenden SOE-Staaten in Vorbeuge, Aufklärung und Verfolgung des internationalen organisierten Verbrechens, wobei eng mit den nationalen polizeilichen Strukturen und nationalen Plänen zur Verbrechensbekämpfung zusammengearbeitet wird. Konkret wird mit dem Beitrag der ADA ein internationaler Experte finanziert, welcher für das regionale Beratungszentrum in Bukarest Koordinations- und Managmentaufgaben übernehmen wird, zentraler Bestandteil seiner Aufgaben wird die Zusammenarbeit mit dem CARDS Programm (im Rahmen dessen Projekte zur Bekämpfung des organisierten Verbrechens umgesetzt werden) der EU sein. Die Unterstützung für dieses Projekt ist im Zusammenhang mit der ADA-Initiative "Polizeiliche Zusammenarbeit zur Bekämpfung von THB, Schlepperei und illegaler Migration - Dreijahresprogramm für Ausbildung und Integration zwischen Österreich und Südosteuropa" zu sehen. Die österreichische Entwicklungszusammenarbeit unterstützt bereits seit 2002 verschiedene Initiativen des Stabilitätspakts für SOE im Rahmen der SPOC/SECI Projekte.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
