Seit 1990 unterstützt Österreich gemeinsam mit anderen internationalen Gebern Organisationen im kolumbianischen Amazonasgebiet, mit dem Ziel, die indigene Selbstverwaltung zu stärken und indigene Organisationsprozesse zu unterstützen. Grundlage dafür bieten die Rechte indigener Gruppen, die seit 1991 in der kolumbianischen Verfassung verankert sind, und die teilweise in der Gesetzgebung und in Dezentralisierungsprozessen ihren Ausdruck finden.


Experten der kolumbianische NRO-Plattform Coalición Amazónica (COAMA) arbeiten im Projekt direkt mit indigenen Gemeinden und Organisation, wobei das traditionellen Wissen, Sprachen und Bildungssysteme nicht nur berücksichtigt sondern erhalten und weiterentwickelt werden. In der nunmehrigen Abschlussphase der österreichischen Zusammenarbeit stehen drei Aspekte im Mittelpunkt der Arbeit:

1) Entwicklung von Strategien, um auf der Grundlage des traditionellen indigenen Wissens die Umweltzerstörung in diesem Teil des Amazonasgebiets hintan zu halten;

2) Entwicklung und Implementierung von Erziehungsmodellen (Grund- und tw. Sekundarschule), die von der Kultur und vom Umweltverständnis der Indigenen ausgehen;

3) Förderung der Teilhabe der Frauen an Entscheidungsprozessen; und

4) Stärkung der institutionellen Kapazitäten, um die Selbstverwaltung wahrnehmen zu können.


1999 war COAMA die Preisträgerin des Right Livelihood Awards (Alternativer Nobelpreis).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
