In Kolumbien leben rund 80 indigene Gruppen. Viele können vor allem aufgrund unzureichender Bildung und Wissen um den Gebrauch von bestehenden Mechanismen ihre Rechte nicht beanspruchen bzw. verteidigen. Hinzu kommt der langjährige bewaffnete Konflikt in vielen ländlichen Regionen Kolumbiens, der sich am stärksten in den indigenen Regionen verbreitet hat und dem bereits unzählige Indigene zum Opfer gefallen sind. Die indigenen Emberá mit einer Bevölkerungsanzahl von 65.984 bewohnen die Region Caldas im Zentrum Kolumbiens. Den Berichten der Nationalen Indigenen Dachorganisation ONIC zufolge, sind die Emberá dieser Region am meisten vom bewaffneten Konflikt betroffen. Diesen Berichten zufolge, wurden in den letzen zwei Jahrzehnten viele indigene Führer der Emberá verfolgt und zum Teil auch ermordet.


Das vorliegende Projekt hat sich zum Ziel gesetzt, die individuellen und kollektiven Rechte dieser Ethnie zu fördern und zu schützen. Durch Schulungen der Zielgruppen wird deren politisches, soziales und organisatorisches Bewusstsein gestärkt und vor allem indigene Führungspersönlichkeiten werden mit dem Ziel ausgebildet, deren erlernte Kompetenzen anderen Mitgliedern ihrer Ethnie weiterzugeben. Bei den Projektaktivitäten gilt neben einer starken frauenspezifische Komponente auch den Vertretern traditioneller Medizin ein besonderes Augenmerk.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
