Overall goal


Das rumänische Außenministerium kofinanziert das ILECU-Projekt (Projektnummer 8102-00/2013. Laufzeit: 01.02.2013 – 30.04.2015, Vertragssumme: EUR 750.000) mit EUR 50.000; die Gesamtvertragssumme des Projekts beträgt somit EUR 800.000. Damit wird die Moldau-Komponente des regionalen SOE-Projektes um die Schaffung einer notwendigen Case Management Anwendung im Bereich des Datenschutzes und Datensicherheit erweitert. Dadurch werden die Standards vor Ort in Übereinstimmung mit EU-Richtlinien erhöht.

Die nachhaltige Verbesserung der nationalen, internationalen und regionalen Kooperation im Kampf gegen die grenzüberschreitende organisierte Kriminalität (OK) ist für die Stärkung von Rechtsstaatlichkeit und Good Governance eine wichtige Herausforderung in Südost- und Osteuropa. Als wichtiger Meilenstein des österreichischen Engagements im Westbalkan gilt die Errichtung von International Law Enforcement Coordination Units (ILECUs), das von der EU gefördert wurde und die Effektivität und Effizienz der OK-Bekämpfung deutlich erhöhte. Die aufgebauten ILECUs sind jedoch auf eine Fortführung der bisherigen Anstrengungen angewiesen, um sich längerfristig selbst erhalten und weiterentwickeln zu können.

Folgende konkrete Ergebnisse werden angestrebt:

• Stärkung und Absicherung eines autonomen ILECUs Netzwerkes

• Geografische Erweiterung der ILECUs um die Republik Moldau, die Ukraine und Georgien

• Implementierung der PEP-Strategie (Police-Equal-Performance) mit Schwerpunkt auf die Thematiken Berufsethik Menschenrechte, Opferschutz und Datenschutz, unter besonderer Berücksichtigung von Gender Mainstreaming Aspekten in allen Zielländern.

Die Vorteile für die Zielländer in entwicklungspolitischer Hinsicht liegen darin begründet, dass durch eine enge Verknüpfung zwischen menschenrechtsbezogenen, berufsethischen sowie opferschutzspezifischen Themenbereichen einerseits und andererseits polizeirelevanter Aspekte ein moderner Ansatz in der Polizeiarbeit....
