Overall goal


Das Projekt des Hilfswerk Austria hat zum Ziel, den sozialen Dienstleistungssektor in Tadschikistan zu stärken. Dies soll durch die Förderung von drei von einander abhängigen Initiativen geschehen:

1) Schaffen einer Sozialakademie für Sozialarbeiter, deren Lehrplan und deren Methodologie

2) Errichtung eines Tagesheimes für behinderte Kinder

3) Einrichten eines Netzwerkes für NGOs, die sich im sozialen Bereich engagieren

Die Unterziele des Projekts sind 1. die Stärkung der Kapazitäten von Sozialarbeitern durch die Schaffung der ersten Sozialakademie für Sozialarbeiter, 2. die Förderung sozialer Integration von behinderten Kindern durch die Errichtung eines Tagesheimes für behinderte Kinder und 3. die Schaffung und die Unterstützung eines Netzwerkes von und für sozial engagierte NGOs.

Die direkte Zielgruppe sind 500 Sozialarbeiter, 30 behinderte Kinder und Angestellte von mindestens 15 verschiedenen lokalen NGOs.

Die indirekten Begünstigten sind Frauen, Menschen mit Behinderungen, Pensionisten und Straßenkinder. Die Hauptakteure sind NGOs, die Projekte im Sozialsektor implementieren, Sozialarbeiter und vier tadschikische Ministerien für Arbeit, Gesundheit, Bildung und Finanzen.

Das Projekt wurde in Kohärenz mit den Strategiepapieren "Strategy for a Modern Social Services System in Tajikistan 2006 - 2010" als Teil der "Poverty Reduction Strategy Papers" und mit der "National Development Strategy 2006 - 2015 for Tajikistan" ausgearbeitet.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
