Overall goal


In Serbien entsteht aufgrund des enormen "skills gap" - der Kluft zwischen dem Qualifikationsniveau arbeitssuchender Menschen und dem Bedarf des Arbeitsmarkts - langsam ein Markt für Anbieter im Bereich der Erwachsenenbildung; auch österreichische Unternehmen beginnen sich hier zu engagieren. Grundlage dafür sind Bemühungen der serbischen Regierung und der internationalen Geber, allen voran der EU, Institutionen und Instrumente der Beschäftigungspolitik zu schaffen und zu stärken. Besondere Beachtung kommt diesbezüglich dem Thema "entrepreneurship" zu, da Klein- und Mittelbetriebe eine besondere Bedeutung für ein Wachstum des Arbeitsmarkts haben.

In diese Kerbe schlägt die Wirtschaftspartnerschaft, die darauf abzielt, die Arbeitsmarktinstitutionen in der Vojvodina in die Lage zu versetzen, potenzielle KleinunternehmerInnen unter den Arbeitssuchenden bzw. tatsächliche UnternehmerInnen entsprechend zu qualifizieren. Neben der Ausbildung von BeraterInnen des serbischen Arbeitsmarktservice und des KMU-Garantiefonds der Vojvodina werden exemplarisch Gründer bzw. Gründungswillige in den wichtigsten Fachgebieten des Unternehmertums fundiert ausgebildet. Das Projekt, durchgeführt durch das WIFI Serbien nach dem Vorbild bewährter Maßnahmen europäischer Beschäftigungspolitiken, ist eng verknüpft mit anderen Förderungsmaßnahmen für KMU der serbischen Regierung.

Letztlich trägt die Wirtschaftspartnerschaft dazu bei, dass mehr kleine Unternehmen gegründet werden bzw. die Gründungsphase erfolgreich überstehen. Dies wiederum schafft bzw. sichert Arbeitsplätze und trägt somit zur wirtschaftlichen Genesung Serbiens bei.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
