Short Description:

Overall goal


Zielsetzung ist die Stärkung der Kapazitäten von ostafrikanischen und österreichischen CSOs im Bereich Politikdialog und Advocacy. Damit langfristig die Bedürfnisse und Anforderungen der marginalisierten Bevölkerung in Ostafrika von politischer Seite wahrgenommen werden und entsprechend darauf reagiert wird.


Expected results


Ein Plan für Politikdialog-Kapazitätsentwicklung und Cross-Learning für ostafrikanische CSOs ist entwickelt; die Fähigkeit von ostafrikanischen CSOs, sich zu ihren Kernthemen in Politikdialog einzubringen, ist gestärkt; Empfehlungen/Guidelines für CSOs Engagement im Politikdialog sind ergänzt, geteilt und werden angewandt. Durch dieses Programm wird der Empfehlung der CSO Evaluierung und der EU CSO Roadmap Folge geleistet, dass Kapazitäten von NGOs im Bereich der Advocacy Arbeit weiterhin gestärkt werden müssen damit starke Zivilgesellschaften in Partnerländern entstehen, die demokratische Entwicklungen unterstützen.

 


Target group / Beneficiaries


Direkte Zielgruppe des Konsortialprojektes sind MitarbeiterInnen der zehn Partnerorganisationen in Ostafrika (Kenia, Tansania, Uganda und Ruanda rund 50 Personen) sowie mindestens weitere 20 ostafrikanische NGOs, insges. werden ca. 200 Personen direkt von Trainings, Lern- und Austausch-Treffen profitieren. Die indirekte Zielgruppe ist je nach thematischen Schwerpunkten, die die Partnerorganisationen für ihre Politikdialog-Aktivitäten legen, unterschiedlich groß und bezieht sich auf mehrere Hunderttausend Menschen.


Activities


Inhaltlich umspannt das Vorhaben Themen rund um Ernährungssouveränität, Rechte von Kindern/ Jugendlichen und Frauen-Empowerment. Folgende Hauptaktivitäten sind geplant: Kick-Off Veranstaltungen in Ostafrika und Wien; Erarbeiten eines Maßnahmenplans für Kapazitätsentwicklung/Cross-Learning von ostafrikanischen Partnern; Planung und Implementierung einer Sequenz an Trainings und Cross-Learning Aktivitäten in Ostafrika; Small project funds für ausgewählte Politikdialog-Aktivitäten von ostafrikanischen Partnerorganisationen; Aufarbeitung und Dokumentation von Erfahrungen/Good Practices; Planung und Implementierung von Lern- und Austausch-Treffen in Ostafrika; Ergänzung der existierenden Empfehlungen zu CSO Engagement im Politikdialog und deren Verbreitung; Abschluss-Events in Ostafrika und Wien.


Context


Das Programm ist eine Fortführung des Pilotprogramms 2524-03/2014. Die Phase 2 baut auf den Erfahrungen und lessons learned des Vorgängerprogramms auf. Es wird von einem Konsortium bestehend aus 5 österreichischen NGOs (HORIZONT3000, SOS-Kinderdorf Österreich, Österreichisches Rotes Kreuz, Caritas Österreich und Care Österreich) gemeinsam mit 10 lokalen Partnerorganisationen in Kenia, Tansania, Uganda und Ruanda umgesetzt. Dadurch wird das Engagement der Zivilgesellschaft für einen wirksameren Politikdialog gefördert. In der Pilotphase konnte z.B. ein Partner (GROOTS Kenya) den Verpackungs-Gesetzesentwurf der in Nakuru County 2.700 Kartoffelbauern/bäuerinnen betrifft, beeinflussen. Ein weiterer Partner MIONet konnte erstmals im Marsabit-County (Kenia) einen Vorschlag für eine Disaster Management & Emergency Bill auf die politische Agenda bringen, wovon langfristig 70.000 Personen profitieren werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
