Das Projekt Stari Lec Phase III "Live in Dignity: Integrative Improvement of Living Conditions and Social Care for People with Disability in Stari Lec and Vojvodina" ist die Fortsetzung eines österreichischen Engagements zugunsten des zentralen vojvodinischen Behindertenheims "1. Oktober" in Stari Lec. Die dritte Projektphase zur Verbesserung der Lebensqualität der Heimbewohner wird wie die Vorgängerprojekte (Basismaßnahmen) durch das Hilfswerk Austria und das Management des Heimes abgewickelt.

Im größten Heim Serbiens für geistig schwerbehinderte und psychisch kranke Menschen arbeiten 153 Mitarbeiter, deren Weiterbildung von großer Bedeutung für eine fachgerechtere Betreuung der Bewohner ist. Die Umstände, unter denen ca. 599 geistig schwerbehinderte und teilweise auch körperlich behinderte sowie psychische kranke Heimbewohner in Stari Lec untergebracht sind, gestalten sich sehr schwierig. Das Projekt zielt zum einen auf die Einrichtung einer modernen und hygienischen Infrastruktur ab. Die Rehabilitierungs-Maßnahmen erfolgen in einer energie-effizienten Bauweise. Zum anderen sind substanzielle Verbesserungen im Fortbildungsbereich der Heim-Personals geplant. Auf Empfehlung der ADA hin wurde das Projekt auf systemische Resultatswirkung hin ausgerichtet: Kapazitätenaufbau nach dem ToT Prinzip (Fortbildung in Management und Therapie) sollen Stari Lec zu einem Kompetenzzentrum in der Betreuung geistig behinderter und psychische kranker Menschen in der Region Vojvodina weiter entwickeln. Das Berufsbild des betreuenden Personals wird professionell gestärkt durch eine Akkreditierung der Trainingszertifikate, die dem Pflegepersonal eine wertvolle Zusatzqualifikation bieten würden.

Das Vorhaben entspricht den Schwerpunkten der OEZA und des Serbien Landesprogrammes im Bereich Beschäftigung/Qualifizierung, mit Hinblick auf den Sektor Soziales und Gesundheit und die meisten vernachlässigten Gruppe in der Gesellschaft: "Menschen mit Behinderung".
