Overall goal


The Government of Macedonia (Minister of Economy) has asked MIGA to provide interim technical assistance for the establishment of the new investment promotion agency. Priority areas for MIGA support, as indicated in the request letter, include the areas of strategy and institutional development as well as initial capacity building during the start-up phase. Considering the on-going support provided by the European Agency for Reconstruction (EAR) to the Ministry of Economy (in particular for policy development) and the possibility of the EAR developing a long-term FDI support project that possibly could be launched in fall/winter 2005, the ADA/MIGA support project will allow MIGA to provide interim assistance to the new agency until a more comprehensive program can be launched. MIGA also expects that the support program will provide a foundation based on which MIGA can make a significant contribution to the design of the EAR¿s planned long-term support program.

Interim support to the new investment promotion agency in Macedonia will also help strengthen the country¿s participation in MIGA¿s FDI promotion initiative for the Western Balkans (EIOP ¿ European Investor Outreach Program).

In addition, the assistance program will allow to strengthen and expand the "Western Balkans FDI Competitiveness Benchmarking Study".This study will provide the information foundation for the EIOP¿s investor outreach and marketing activities and is currently being commissioned by MIGA.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
