Overall goal


Gegenständliches Vorhaben wurde vom Exekutivrat (ER) der Autonomen Provinz Vojvodina (APV) in Serbien sowie der GTZ entwickelt und erstmals 2005 als "Integrated Regional Development Plan Vojvodina" (IRDP) der Öffentlichkeit bzw. der internationalen Gebergemeinschaft in Serbien "Integrated Qualification Scheme" (IQS) vorgestellt. Der IRDP ist für die Entwicklungspolitik in Serbien und in ganz Südosteuropa (SOE) ein zukunftsweisendes Vorhaben, als erstmals eine Regierung ein eigenes, umfassendes Wirtschafts- und Beschäftigungsförderungsprogramm konzipiert hat,.

Ziel des vorliegenden Vorhabens ist es in From von technischer Assistenz und monetärer Unterstützung ausgewählte Bereiche des IRDP zu fördern, um positive Effekte im Bereich der wirtschaftlichen Entwicklung, der Beschäftigungsförderung sowie der Regionalentwicklung zu setzen. Durch den Aufbau von effizienten Verwaltungskapazitäten soll in Folge auch die Rezeption von EU - Fördermitteln im Rahmen der "Pre - assistance" Programme der EU ermöglicht werden. Dem Vorhaben liegt die Ratio zu Grunde durch fokussierte und effiziente Unterstützung eines regionalen Wirtschaftsentwicklungsprogramms die Annäherung Serbiens an die EU voranzutreiben und die wirtschaftliche wie auch politische Isolation Serbiens zu überwinden.

Im Rahmen des Projekts wurden folgende fünf Teilbereiche für eine Unterstützung identifiziert:

Vojvodina Investment Promotion Fund (VIP)

Building Business Incubators Programm" (BBI)

Centre for Strategic Economic Studies (CESS)

Der ER der APV leistet einen finanziellen Eigenbeitrag von mindestens 25% zu allen Leistungen, die aus der Financial Support finanziert werden.

Das Vorhaben entspricht dem Landesprogramm Serbien in idealtypischer Weise Wirtschaft und Beschäftigung zu fördern und Serbien Weg in die Europäische Union zu unterstützen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
