Der gemeinnützige Verein Austrian Apprenticeship Shanghai wurde 2013 von den beiden renommierten österreichischen Unternehmen ALPLA Werke Alwin Lehner GmbH & CO KG und Engel Austria GmbH ins Leben gerufen, um gemeinsam mit dem Shanghai Information Technology College (SITC) und WIFI International die überbetriebliche Infrastruktur für die duale Ausbildung von MetalltechnikerInnen (CNC-TechnikerInnen) und KunststoffformgeberInnen in Shanghai einzurichten.


Diese Strategische Allianz von privaten und öffentlichen Partnern ermöglicht es dem SITC, das als öffentliche Berufsschule der Stadt Shanghai untersteht, sein Lehrangebot um ein innovatives, duales Ausbildungsmodell zu erweitern, an dem in der Folge Unternehmen, die selbst in der Lehrlingsausbildung aktiv werden wollen, mit ihrer betrieblichen Ausbildung andocken können.


Die Projektmaßnahmen umfassen die Entwicklung der dualen Ausbildungscurricula, welche sich sowohl an den chinesischen Vorgaben als auch an den österreichischen Qualitätsstandards ausrichten, die Weiterbildung der lokalen BerufsschullehrerInnen sowie die bessere maschinelle Ausstattung der Lehrwerkstätte des SITC.


Die Zielgruppe umfasst die aus einkommensschwachen Schichten stammenden SchülerInnen des SITC. Die strategische Allianz folgt den Empfehlungen der OECD zur Förderung der Berufsbildung in China und verbessert nachhaltig die Qualifikation und die Berufschancen der angehenden FacharbeiterInnen. Das traditionell geringe Ansehen der lange Zeit hindurch vernachlässigten praktischen Berufsausbildung erfährt damit eine große Aufwertung.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
