Short Description:

Overall goal


The programme aims at contributing towards gender transformation and disability inclusion in Lesotho and Uganda.


Expected results


1) Improved gender and disability mainstreaming in government legislations and programmes through self-advocacy of Organisations of Persons with Disabilities (OPDs) and women with disabilities;

2) Increased accessibility of available Sexual and Reproductive Health (SRH) services including improved Gender-Based Violence (GBV) prevention and response for women with disabilities in project areas;

3) Increased access, retainment, and graduation of girls and boys with disabilities from primary and secondary schools in project areas by addressing intersectional discriminations;

4) Improved livelihoods of women with disabilities through formal and informal income-generating activities in the project area.


Target group / Beneficiaries


Total direct beneficiaries: 3,821 persons (60% f, 40% m) out of which 74% persons with disabilities; main target group: Women and girls with disabilities, duty bearers and service providers.

 


Activities


Partner organisations in both countries will form and capacitate local advocacy structures for gender-transformative and disability-inclusive programming and advocacy. At national level, important legal and development processes will be influenced for gender and disability mainstreaming and enhanced implementation. Furthermore, partner organisations will strengthen disability-inclusive GBV prevention and response at community level complementing these activities with advocacy activities for gender-sensitive and disability-inclusive SRH services, empowerment measures through peer-to-peer support for women with disabilities and male engagement through working with male champions for GBV prevention. Further activities: establishment of model schools for inclusive and gender-sensitive education; training of inclusive clubs in schools to create an inclusive school environment; advocacy for gender and disability mainstreaming in national curricula to sustainably establish inclusive and gender-sensitive education in the education system; creation and capacitation of inclusive savings groups; capacity building for income-generating activities through skills, business management and backyard gardening training, and connection with financial services; advocacy for formal employment for women with disabilities through provision of data, affirmative action and awareness-raising.

Outcome 2: Partner organisations will strengthen disability-inclusive GBV prevention and response at community level complementing these activities with advocacy activities for gender-sensitive and disability-inclusive SRH services, empowerment measures through peer-to-peer support for women with disabilities and male engagement through working with male champions for GBV prevention.

Outcome 3: In Uganda, 6 model schools for inclusive and gender-sensitive education will be established, engaging caregivers for independent living strategies and enrolment of their children with disabilities and empowering them through peer support groups. In Lesotho, caregivers will be engaged in the same way complementing these activities by training inclusive clubs in 36 schools to create an inclusive school environment. Both partners will advocate for gender and disability mainstreaming in national curricula to sustainably establish inclusive and gender-sensitive education in the education system.

Outcome 4: In Uganda, the partner will create and capacitate 100 inclusive saving groups, connecting them to financial and social services. This will be complemented by concrete capacity building for income-generating activities through skills and backyard gardening training. In Lesotho, 3 all-female saving groups will be created, women with disabilities will be capacitated on business management, their businesses supported by grants and they will be connected with financial services and other income-generating opportunities. Both partners will engage on identification of skilled women with disabilities and identify how to advocate for formal employment through provision of data, affirmative action and awareness raising.

 


Context


While in Lesotho and Uganda rather progressive policy frameworks are in place and important strides towards gender equality and disability inclusion have been taken since the adoption of the United Nations Convention on the Rights of Persons with Disabilities, there are still major gaps in implementation. One important factor to enhance implementation is an active civil society advocating for policies to be implemented, which will be addressed through the programme´s capacity building and advocacy strategy. In both countries women and girls with disabilities face severe discrimination and exclusion. Lack of access to quality education, health services and economic opportunities limits their participation at many levels and also is an enabling factor for GBV. Data shows that due to intersectional discrimination women and girls with disabilities are more affected by violence and due to high dependence and lack of inclusion in GBV response mechanisms, less likely to escape this situation. Lack of knowledge on sexual and reproductive health and rights is another contributing factor limiting self-determination and GBV prevention and response for women and girls with disabilities.

Partner organisations in Uganda and Lesotho will address these interlinked issues by enhancing self-advocacy of women with disabilities and OPDs to hold governments accountable as well as engaging and capacitating duty bearers to fulfil their mandate towards women and girls with disabilities.
