Short Description:

Overall goal


The project aims to strengthen the inclusion and transparent approach in the electoral process, build institutional capacities and improve peace mechanisms in Uganda.


Expected results


Outcome 1: Strengthened technical and functional capacities of democracy institutions for enhancing equal participation, accountability, rule of law and access to justice

Output 1: Strengthened inclusion and transparency of the electoral process

Output 2: Enhanced institutional capacity for the Ugandan Electoral Commission and other electoral stakeholders

Output 3: Strengthened dialogue capacities and electoral violence early warning and rapid response System

Output 4: Effective and efficient project management, partnership formation, monitoring and evaluation.

 


Target group / Beneficiaries


This is a national project intended to benefit all Ugandan population of 45,741,000 people, and in particular all eligible voters 15,277,198 (52% female). These will be impacted through the support provided to Electoral Commission of Uganda, Judiciary, Ministry of Justice & Constitutional Affairs, Uganda Police Force, Uganda Human Rights Commission, Ministry of Information & Communication Technology/Media Council of Uganda, Non-State Actors - Elders Forum of Uganda, Political Parties and selected Civil Society Organizations. Estimated direct beneficiaries are approximately 7.100 persons based on the number of activities scheduled during the project timeframe. The project will be led by UNDP and implemented in collaboration with other UN agencies including OHCHR, UNWOMEN and UNESCO.


Activities


Activity 1 – Strategic communication capacity of the Electoral Commission is enhanced, electoral stakeholder dialogue mechanisms are strengthened, civic and voter education activities are enhanced, Electoral Commission mechanisms on inclusion and transparency are strengthened;

Activity 2 – Electoral Commission operations instruments such as policies, procedures and guidelines are improved to promote transparent, inclusive and peaceful elections, Electoral Commission staff trained to promote transparent, inclusive and peaceful elections, capacity-building of other electoral Stakeholders;

Activity 3 – An Electoral Violence Early Warning and Early Response system is strengthened; collecting, collating and analysing reports in a coordinated and transparent manner to inform adapted operations and responses for conflict prevention.

 


Context


Uganda' s "Vision 2040" lays a firm foundation to transform Uganda into a competitive upper middle- income country. Among other key challenges weak public sector management and regulatory frameworks were identified. Uganda approved a Constitutional Amendment in 2005 to restore a multiparty political system and lift restrictions on political parties’ activities. The 2021 general elections will be the first to be organized, managed and supervised by the current Commission. The Electoral Commission of Uganda unveiled a strategic plan and an electoral roadmap for 2020/21 both of which commit the Electoral Commission to promoting free, fair and transparent elections in 2021 and mainstreaming stakeholder engagement and voter education.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
