Overall goal


Ziel ist es Schlussfolgerungen und Empfehlungen über mögliche Interventionsfelder zur Kapazitätenentwicklung bzw. -stärkung von Institutionen der Höheren Bildung im Bereich Friedenssicherung und Konfliktprävention in Afrika (Schwerpunktländer der OEZA) für die weitere Programm- und Projektentwicklung zu erhalten.


Die Studie soll konkrete Empfehlungen für Umsetzungsmaßnahmen unter der Vorraussetzung einer Verstärkung der Komponenten Eigenverantwortlichkeit (Ownership) der Partner in den Zielländern abgeben. Nachhaltigkeit der zukünftigen Aktivitäten durch Übernahme der Maßnahmen durch lokale Institutionen und Phasing Out der österreichischen Partner durch klar definiertes Ausstiegsszenario sind dabei die Grundvorraussetzung.


Eine Feldstudie soll weitere Informationen über die Institutionenlandschaft der Höheren Bildung im Bereich Friedenssicherung und Konlifktprävention geben. Zielregion der Feldstudie ist Ostafrika.

In Hinblick auf die Beendigung zweier laufender Projekte (Nord Süd Dialog Programm 0894-00/2007 und die Unterstützung der European Peace University mittels Stipendien 1218-00/2008) im kommenden Jahr, wird die Studie zur weiteren Entwicklung der Stipendienprogramme nützen, wie dies auch in der Bildungssektorevaluierung 2007 empfohlen wurde.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
