Overall goal


The overall objective of the project Support and Expansion of the Treasury System (SETS) is to strengthen public financial management in Albania in compliance with the European Partnership and the National Strategy for Development and Integration.

The purpose of this project is to substantially strengthen the capacities of the Ministry of Finance (MoF), Line Ministries and large Municipalities to assure an optimal financial management of government resources and the expansion of the network between the MoF, Treasury District Offices, Line Ministries and large Municipalities.

The direct beneficiaries of the project are the MoF, General Treasury Department and 4 of its district offices (in Tirana, Durres, Shkodra and Korca). The GTD district offices cooperate with a large number of government spending institutions from the Ministries and their biggest spending units, as well as large municipalities - these spending institutions are also directly benefitting from the project.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
