Overall goal


Das vorliegende Projekt ist die Fortsetzung der österreichischen Unterstützung für die Universitäten in Bosnien und Herzegowina (BiH) unter dem Aspekt einer Evaluierung der in den vergangenen Jahren erzielten Ergebnisse und aufbauend auf einer Interaktion mit Vertretern der bosnischen Universitäten.

Österreich ist im Begriff seine Position als führender Geber im Bereich Höhere Bildung weiter auszubauen. Gemeinsam mit acht bosnischen Universitäten, Banja Luka, Bihac, Mostar (Ost), Mostar (West), Sarajewo (Ost), Sarajewo, Tuzla, Zenica werden die vier nachstehenden Programmschienen im Bildungsbereich von 2005 bis 2007 umgesetzt:

a) Course Development Program + (CDP+): Diese Programmschiene unterstützt die Transition der universitären Bildung in Richtung europäischer Standards sowie die Kooperation mit anderen Universitäten Europas.

b) Brain Gain Program (BGP): Im Rahmen dieses Programms werden emigrierte bosnische Universitätslehrer eingeladen interdisziplinäre Kurse und Seminare, welche nicht innerhalb der üblichen Curricula angeboten werden, an bosnischen Universitäten zu halten, nicht zuletzt um eine dauerhafte und fruchtbare Einbeziehung der bosnischen Diaspora in gesamtstaatliche Strukturen zu ermöglichen.

c) Balkan Case Challenge (BCC) 2006: Studenten der bosnischen Universitäten werden eingeladen, ausgearbeitete Businesspläne im Wettbewerbsverfahren zu präsentieren und in direkten Kontakt mit der Wirtschaft zu treten und dadurch zu einer dauerhaften Kooperation zwischen Forschungseinrichtungen und Wirtschaft beizutragen.

d) eLearning-eContent: Drei aktive e-learning Centres wurden erfolgreich installiert, aufbauend darauf wird im Rahmen der Programmschiene auf zwei Ebenen fortgesetzt. Die Ausbildung von e-content-Developern und die Entwicklung und Implementierung von e-content-Kursen stehen im Mittelpunkt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
