Overall goal


The project aims at upgrading physical access to court and justice through 3 newly constructed and user friendly district courts in Zhemgang, Tsirang and Dagana. In order to equip Judicial staff, judges as well as administrative staff with appropriate skills and knowledge four judges will have completed their master studies in law (LLM) and two support staff in engineering and financial management by 2015. Sending judges for LL.M courses abroad is highly relevant since it fosters professionalism and such courses do not exist in Bhutan. The indirect beneficiaries are the 55,525 inhabitants of Dagana, Tsirang and Zhemgang, three districts in southern Bhutan, who will attain better access to justice.


Judiciary represents one of the most important pillars of the governance sector in Bhutan. Supporting the construction of independent courts also helps to consolidate and extend their structural and institutional independence. There is a need for both improved physical infrastructure and development of human resources.


The ADC country strategy focuses in Bhutan on good governance by strengthening the Judiciary.

Together with Switzerland ADC funded the training of judicial and administrative staff as well as the construction and equipment of the district courts in Bumthang and in Trongsa in a first phase. The Supreme Court of Bhutan will also implement the second phase of the project which is in line with the Judiciary Strategic Master Plan 2006-2020 and the 10th Five Year Plan of the Bhutanese Government.
