Overall goal


Provision of essential food and non-food assistance and accommodation to Ukrainian refugees, especially women, boys and girls in the Northern, Southern and Central regions of the Republic of Moldova (SDG 2, 5, 16; GAP III “Ensuring freedom from all forms of GBV; Specific thematic objectives 6”; “Integrating the women, peace and security agenda, specific thematic objective 6 – Relief and Recovery”)


Expected results


1.1. Provision of essential food and non-food assistance to 7.200 displaced individuals, especially women, boys and girls (SDG 2, 5; GAP III “Integrating the women, peace and security agenda, specific thematic objective 6 – Relief and Recovery”)

1.2. Support in providing 500 safe accommodation options in local communities for displaced individuals, especially women, boys and girls, including cash for housing assistance to local host households (SDG 5, 16; GAP III “Ensuring freedom from all forms of GBV; Specific thematic objectives 6”; “Integrating the women, peace and security agenda, specific thematic objective 6 – Relief and Recovery”)


Target group / Beneficiaries


- 7.200 individual refugees - 42% are women aged 18-60, 25% are children aged 0-14, 18 % are young people aged 14-18 and 15% are senior citizens / men

- 500 host households that are hosting refugees and therefore receiving cash for housing


Activities


1.1.1. Coordination with city and local administrations

1.1.2. Procurement of essential food and non-food items

1.1.3. Identification of individuals (women, boys, girls, with special focus on other vulnerabilities like age and disability) and their respective needs according to family size and composition

1.1.4. Distribution of food (unified food baskets) and non-food items (basic care baskets and school supply)

1.1.5. Ensure needs-oriented support to persons with special needs


1.2.1. Coordination with social protection organisations

1.2.2. Production of information folders for refugees, including information on hotlines in case of PSEA and other essential contact points

1.2.3. Dissemination of information folders at 96 refugee centres accross the country

1.2.4. Trainings to focal staff at the 5 biggest refugee centres on sensibilisation of refugees on PSEA

1.2.5. Using information channels and social media to stimulate local households to provide accommodation

1.2.6. Selection of household according to specific criteria (e.g. exclusion of single male households)

1.2.7. Cash for housing to 500 local housholds when receiving displaced individuals and families from Ukraine

 


Context


Currently, there are around 180,000 refugees from Ukraine in the Republic of Moldova – among them about 47% are women aged 18-60 (84,000 individuals), 35% are children aged 0-14 (63,000 individuals), 7% are youth aged 14-18 (12,600 individuals) and 11% are seniors and men (19,800 individuals).

More than 75% of the refugees have been taken in by local families (into private households) and are being cared for by these host families. The remaining 25% of people have for the time being been accommodated in 96 refugee centres throughout the country and are being cared for by municipalities.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
