Overall goal


Ziel des Projekts ist es, Kindern in komplexen Notsituationen in Pakistan den Zugang zu hochwertiger Bildung im Bereich Vorschule, Primarschule und untere Sekundarschule zu ermöglichen.


Expected results


Resultat 1:

Verbesserter Zugang zu hochwertiger Bildung in einem geschützten Umfeld für intern vertriebene Mädchen und Jungen ('Internally Displaced People' / IDPs und Aufnahmegemeinschaften) in Aufnahme- und Rückkehrgebieten.

Resultat 2:

Stärkung der Kapazitäten der wichtigsten AkteurInnen, um auf die Anforderungen von intern vertriebenen Mädchen und Jungen in der Bildung sowohl in Aufnahme- als auch Rückkehrgebieten reagieren zu können.


Target group / Beneficiaries


Direkte Begünstigte: ca. 10.000 Personen (Kinder bis 59 Monate / 9 %; Kinder / Jugendliche 5-17 Jahre / 83 %; Erwachsene / 8 %).

Indirekte Begünstigte: ca. 75.000 Menschen.


Activities


Aktivitäten:

- Ausbildung/Stärkung, 'Capacity Development', Mentoring und Coaching von neuen und bestehenden Village Education Committees (VECs), Monitoring von Gemeindeschulen und Vernetzung mit der 'Elementary Education Foundation' (EEF).

- Mobilisierung von Community Ressourcen und Dialog mit den Communities mittels VECs, Identifizieren von Barrieren für die Einschulung von Mädchen, Identifikation/Auswahl von Lehrpersonal entsprechend EEF Voraussetzungen.

- Errichtung und Ausstattung von sicheren Lerneinrichtungen und Vernetzung mit EEF.

- Conditional Cash Transfer für Jugendliche in komplexen Notsituationen zur Mobilisierung der Community, Inklusion und Fragen des Schutzes.

- Professionelle Unterstützung von Lehrpersonal und EEF MitarbeiterInnen mittels Training und innerhalb der Schulklassen zur Verbesserung der Lernergebnisse in 'community based schools' (CBS).

- Hilfestellung für VECs, Lehrer und CBSs bei der Entwicklung und Implementierung einer gender- und kindergerechten Schulausbildung.

- Verankerung von Bildung in Notsituationen (Education in emergency) durch das EEF.


Context


Die Wahrscheinlichkeit, dass Kinder aus der Schule ausscheiden bzw. nicht an Bildung teilhaben können, ist in Konfliktregionen weitaus höher als in anderen Ländern. Dies trifft nachgewiesener Maßen auf die Projektgebiete zu und betrifft zudem vor allem Mädchen. Die fehlende Bildung – sei es Grundschulbildung oder weiterführende Bildung – wirkt sich häufig negativ auf die Zukunftsperspektiven dieser Kinder aus (Zugang zum Arbeitsmarkt, Einkommen, Gesundheit, etc.).


Der OEZA-Kofinanzierungsanteil beträgt 18 Prozent.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
