Overall goal


Im albanischen Wasser und Abwassersektor stehen zurzeit große strukturelle Veränderungen an. Der Reformprozess beinhaltet neben einer Nationalen Wasser- und Abwasserstrategie auch ein neues Gesetz über Wassermanagement. Dies sind Meilensteine auf Albaniens Weg zu EU-Standards, sowie nachhaltigem Ressourcenmanagement.


Gegenständliches Projekt fördert eine Reihe von Initiativen, um die Ziele der Nationalen Strategie im Bewusstsein der albanischen Akteure und Bevölkerung zu verankern und somit den Reformprozess zu unterstützen.


Konkrete Aktivitäten sind:

• Publizieren der Nationalen Strategie für Dienstleistungen bei Wasserversorgung und –Entsorgung (2011 - 2017)

• Organisieren der 12. Nationalen Wasserkonferenz unter dem Motto: Was ist Dir Wasser wert?

• Organisieren einer regionalen Konferenz: 1st Regional Balkans Conference on Utility Management for Best Performance in Developing Countries


Die OEZA hat derzeit den Vorsitz der Gebergruppe für die albanische Wassersektorkoordination. Bei den Konferenzen wird OEZA Expertise konkret eingebracht, so etwa zum Menschenrechtsansatz (Recht auf Zugang zu Wasser) mit der Einbindung traditionell benachteiligter Bevölkerungsgruppen, oder zum Gender Mainstreaming. Zudem werden die vielfältigen Aktivitäten und Projekte sämtlicher Akteure im Wassersektor durch dieses Projekt komplementär abgerundet. Nicht zuletzt ist die breite Partizipation auch ein wertvoller Beitrag für die Entwicklung der albanischen Demokratie.

    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
