Overall goal


Die Koordination der Geber im Wassersektor in Uganda erfolgt im Rahmen der Water and Sanitation Sector Development Partners Group (WSSDPG). Österreich übernimmt ab Oktober 2006 den Vorsitz in dieser Gebergruppe für zumindest ein Jahr.

Das vorliegende Vorhaben dient der Unterstützung einer modernen, nachhaltigen Weiterentwicklung des Wassersektors in Uganda im Sinne des "Poverty Eradication Action Plan", der MDG und der "Paris Declaration" zum Wohle der ugandischen Bevölkerung.

+ zweckmäßige und effiziente Koordination der internationalen Geber und Abstimmung mit der ugandischen Regierung

+ Kick-start-Prozesse für Schlüsselvorhaben im Policy-Bereich des Wassersektors

+ Dokumentation und Kapitalisierung der Erfahrungen im Rahmen der Geberkoordination.


Direkte Zielgruppe sind in erster Linie die Teilnehmer der Sektorarbeitsgruppe (das ugandische Wasserministerium, einschlägige Fachministerien u.a. Gesundheitsministerium, Gebervertreter). Durch ein koordiniertes und inhaltlich abgestimmtes Herangehen profitieren auch die Nutzer.


Wichtige Aktivitäten bis Oktober 2007 sind die Erstellung und Verhandlung des Joint Water and Sanitation Sector Programme Support (JWSSPS) zwischen Gebern und Regierung für die Jahre ab 2008 sowie die Vorbereitung und Abwicklung der jährlichen gemeinsamen Sektorreview (Joint Water Sector Review) und der Joint Technical Review.Unter diesem Vorhaben werden im Rahmen der Gebergruppe zusätzliche Fachexpertise und organisatorische Kpazitäten bereit gestellt.


Neben der Übernahme der zentralen Steuerungs- und Sekretariats-Rolle obliegt dem Vorsitzenden der WSSDPG eine Katalysatorfunktion zur Initiierung thematischer Aktivitäten (Kick-start Processes). Damit ist eine Gestaltungsmöglichkeit gegeben, die sonst nicht denkbar wäre.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
