Die OEZA unterstützt seit mehr als 10 Jahren in Nord Gonder (Region Amhara) Projekte im Subsektor Ernährungssicherheit. Das österreichische Engagement wird von der äthiopischen Regierung geschätzt. Die Regionalregierung hat daher die OEZA ersucht, die Unterstützung mit besonderem Augenmerk auf Konsolidierung der erreichten Resultate, Ausdehnung und Vertiefung der Interventionen sowie Einführung geeigneter alternativer Maßnahmen für eine nachhaltige ländliche Entwicklung weiter zu führen. Gleichzeitig sollen die bisherigen Einzelprojekte in ein kohärentes Programm integriert werden.

Auf Basis des zwischen der amharischen Regionalregierung, den wichtigsten lokalen Akteuren und der OEZA abgestimmten Programmdesigns ist nun der konkrete Projekt- bzw. Programmvorschlag auszuarbeiten. Im vorliegenden Vertrag werden der Regionalregierung in Bahir Dar die dafür benötigten Fachkapazitäten zur Verfügung gestellt.

Im Programmdokument sind effektive Implementierungsstrategien und das dazu gehörende institutionelle Set-up zu entwickeln, die das Erreichen der gemeinsam festgelegten erwarteten Resultate sicher stellen. Der beauftragte Konsulent hat sowohl die Funktion eines Moderators zu erfüllen als auch die Beiträge der einzelnen lokalen Akteure und Fachbereiche zu koordinieren und in die PCM-Logik zu übersetzen. Im Sinne von Harmonisierung und Anpassung erfolgt in der Erstellung des Projektdokuments eine Abstimmung mit Vorgehensweisen und relevanten Programmen der Regionalregierung sowie anderer in der Region tätiger Geber.
