Overall goal


Das vorliegende Projekt zielt darauf ab, Potentiale und Herausforderungen für nachhaltige ländliche Entwicklung im östlichen Kosovo zu analysieren.

Mögliche Optionen für zukünftige Initiativen der unterschiedlichen Stakeholder im Bereich ländlicher Entwicklung werden in bis zu zehn Gemeinden in diesem Raum untersucht, von denen einige im Weiteren für eine zukünftige Zusammenarbeit in Betracht gezogen werden sollen.


Vor dem Hintergrund der nationalen Prioritäten im Bereich der ländlichen Wirtschaftsentwicklung der Republik Kosovo werden insbesondere der sozioökonomische / ökologische Kontext und die institutionelle Bereitschaft zur Absorption von nationalen und/oder internationalen Mitteln durchleuchtet. Die in den Gemeinden vorhandenen Strukturen und Kapazitäten – u.a. im Hinblick auf eine Abwicklung von Fördermitteln nach democratic governance Prinzipien – sind für die Analyse von wesentlicher Bedeutung.


Die Erfahrungen und Lessons Learned aus bisherigen Interventionen sollen durch Stakeholderbeteiligung aus staatlichen und nichtstaatlichen Organisationen sowie aus der Privatwirtschaft Berücksichtigung finden. Die spezifischen Bedürfnisse von Frauen und Männern werden dabei differenziert betrachtet, ebenso wie die Positionen von VertreterInnen marginalisierter Gruppen bzw. Minderheiten. Das Feedback der Stakeholder wird weiters im Rahmen eines Workshops zur Diskussion der Ergebnisse der Studie vor Ort einfließen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
