Short Description:

Overall goal

The overall objective of this project is to contribute to improved quality and increased quantity of the water available for domestic and agricultural use in the Gaza Strip. The project purpose is increased effectiveness and efficiency in the implementation of the Rolling Program of Interventions (RPI) in the Gaza Strip.

Expected results

1) The G-PCU’s (Gaza Project Coordination Unit's) support to the PWA (Palestinian Water Authority) in coordinating and driving the implementation of projects which fall under the RPI is continued.

2) A progress report of projects which fall under the RPI is regularly updated and disseminated to relevant local and international stakeholders.

3) Collaboration between (inter)national stakeholders to improve the implementation of the RPI is enhanced.

4) The studies (entitled “Integrated Ground Water Resource Management Strategy”, “Water Safety Plan”, Effluent Reuse Safety Plan”, “Integrated Nexus Strategy for Water, Energy and Agriculture in the Gaza Strip” and “Gender Analysis for the Water Sector in the Gaza Strip”) are carried out and their findings disseminated effectively by the G-PCU to relevant local and international stakeholders.

5) PWA’s governance capacity within the context of driving and coordinating the implementation of projects which fall under the RPI is further developed.

6) The design, construction and operation of the Gaza Central Desalination Plant (GCDP) and its associated works are monitored.

7) The construction and operation of the regional wastewater treatment plants are coordinated and monitored.

8) Awareness of the PWA and all relevant stakeholders in the Gaza Strip regarding the nexus between “water, energy and agriculture” in the implementation of projects which fall under the RPI is increased.

Target group / Beneficiaries

1. The population of Gaza at large (1.94 million women and men, boys and girls), as beneficiaries. Considering the ratio between this Austrian contribution and the total volume of the planned investments for the RPI (720 million Euros), 2425 persons can be said to be directly benefitting from this intervention.

2. The Palestinian Water Authority (PWA), as a direct beneficiary.

3. The Coastal Municipal Water Utility (CMWU), as an indirect beneficiary.

4. Relevant donors (e.g. USAID, EU, World Bank, KFW, and Arab states donors) and international stakeholders who committed funds to and/or are involved in the RPI in the Gaza Strip.



Activities include but are not limited to:

- Develop “RPI Influencing Strategy” to guide and inform the G-PCU’s approach in driving the implementation of the RPI.

- Update the progress report of the RPI on a regular basis by following up and monitoring its design and implementation stages.

- Utilize the findings of the RPI progress update report to inform and update relevant stakeholders of the RPI on the achievements and challenges of the RPI implementation.

- Develop Terms of Reference and implementation plans to be adhered by external consultants contracted to develop the proposed studies.

- Support the PWA in updating geo-information system and in monitoring the groundwater; - Support the PWA in monitoring water safety and licensing program.

- Support the PWA to manage and monitor the construction of the GCDP.

- Support the PWA in setting up effluent reuse policy and programs.

- Create and increase awareness within the PWA and all relevant stakeholders regarding the harmonization of “water, energy and agriculture” to inform the design and implementation of RPI projects.



The G-PCU, which is a coordination unit hosted within the PWA offices in Gaza City, was established in 2013 within the project entitled “Technical Assistance to the Gaza Program Coordination Unit for implementation of the Rolling Program of Interventions for Additional Water Supply for the Gaza Strip “TA-G-PCU 2013 – 2017” (“Phase I”). The continuation of the project in “Phase II”, aims at capitalizing on previous achievements and building on the lessons learnt during the previous phase.

The Gaza Strip is a narrow coastal belt with an area of approximately 365 square kilometers, some 45km in length and 8 km in width. Its western border is the Mediterranean Sea, with Egypt on its southern border, and Israel to the east and north. Though the Gaza Strip is a small area, it is characterized by a high population density, with a population close to 2 million - living in 25 urban and rural communities. Population growth is, and will continue to be, one of the most severe challenges facing water resources in the Gaza Strip. It is anticipated that the population will double in the coming dec-ade. There are five governorates in the Gaza Strip with 25 Municipalities responsible for water supply for domestic use under the umbrella of the CMWU.
