Ziel des vorliegenden Vorhabens ist eine Analyse betreffend Fragen der Kapazitätenentwicklung im Bereich Wasser und Siedlungshygiene in Albanien. Weiters werden die albanischen Stakeholder (insbesondere die zuständigen staatlichen Stellen) in partizipativer Weise bei der Erarbeitung eines umfassenden Kapazitätenentwicklungsprogramms im Wassersektor unterstützt. Die vorhandenen Rahmenbedingungen (v.a. rechtlicher Rahmen, landesweite bzw. EU-weite Entwicklungen wie z.B. Umsetzung der EU-Rahmendirektive zu Wasser, Regionalisierung/Dezentralisierung, Privatisierung, u.ä.) finden hierbei Berücksichtigung. Seitens des Ministeriums vorgeschlagene begleitende Infrastrukturmaßnahmen sollen ebenfalls bewertet werden.

Durch die Einbindung der albanischen Akteure wird die Abgrenzung zu den im Rahmen des Instrument for Pre-Accession Assistance (IPA) für 2010 geplanten Wassersektormaßnahmen sichergestellt. Ev. bereits vorhandene Erfahrungen aus der rezenten Hochwasserkatastrophe in Nordalbanien sollen im Rahmen der Analyse reflektiert werden.

Die Ergebnisse der Analyse dienen den albanischen Partnern als Beitrag zu der in Formulierung befindlichen Wassersektorstrategie sowie zur Erarbeitung des Masterplans im Wassersektor. Weiters ist das Ziel, die unterschiedlichen Ansätze der Geber in diesem Bereich stärker zu harmonisieren und einen Prozess in Richtung eines programmbasierten Ansatzes zu unterstützen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
