Das vorliegende Projekt zielt darauf ab, das Ministry of Education, Science and Technology (MEST) der Republik Kosovo bei einer umfangreichen Überarbeitung bzw. Neufassung des existierenden Hochschulgesetzes zu unterstützen.

Darüber hinaus wird die Universität Prishtina bei der infolge der Gesetzesreform notwendig werdenden Neuformulierung des eigenen Statuts unterstützt.

Der Auftragnehmer wird das MEST und die Universität Prishtina im Review Prozess begleiten. Die Expertise und die Erfahrungen der Schlüsselakteure im Bereich Hochschulbildung sollen durch Beteiligung der wesentlichen Stakeholder im Kosovo Berücksichtigung finden. Die spezifischen Bedürfnisse von Frauen und Männern werden dabei differenziert betrachtet, ebenso wie die Positionen von VertreterInnen marginalisierter Gruppen bzw. Minderheiten.

Schließlich soll das MEST beim geplanten öffentlichen Konsultationsprozess zur Anpassung des Gesetzes unterstützt werden.

Ziel des Prozesses ist es, den rechtlichen Rahmen im Bereich der Hochschulbildung stärker an die Erfordernisse der EU-Heranführung und des Bolognaprozesses anzunähern. Besonderes Augenmerk kommt dabei Fragen inhaltlicher wie finanzieller Autonomie und Governance öffentlicher Hochschulbildungseinrichtungen sowie deren Forschungskapazitäten und einer unabhängigen Qualitätssicherung zu. Die Begünstigten des Reformprozesses sind rund 60.000 Studierende an öffentlichen Universitäten im Kosovo.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
