Short Description:

Overall goal


A Memorandum of Understanding (MOU), signed by Austria and SADC in October 2008, defines renewable energy as one area of cooperation.


In line with this Memorandum of Understanding ADA, the implementing agency of the Austrian Development Cooperation, has offered technical assistance to SADC Energy Division. A seconded technical expert will support the Energy Division in facing their challenges to realise the established objectives of the Division.


The overall purpose of the assignment is to support and provide key advice to the Energy Division on all strategic, technical and management issues contributing to an effective and efficient implementation of the Divison’s portfolio. The specific focus will be on the areas of:


- Support to the Division in the overall management of the portfolio

- Assistance in the development and implementation of the SADC Renewable Energy Strategy and Action Plan

- Assistance in the establishment and operationalization of the SADC Centre for Renewable Energy and Energy Efficiency (SACREEE) and

- Assistance to the Division in facilitating co-ordination of International Cooperation Partners involved and/or interested in the SADC energy sector


The secondment is planned for 30 months, starting with June 2014.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
