Overall goal


Die Lösung der Frage der Landnutzung im Südlichen Afrika ist äußerst aktuell, sei es in der Region selbst als auch in entwicklungspolitischer Hinsicht in Europa. In dieser Hinsicht geht es in der Region Südliches Afrika einerseits um Vergangenheitsbewältigung und um die Beseitigung der nach wie vor bestehenden Diskriminierung der Mehrheit der schwarzen Bevölkerungsmehrheit. Andererseits ist die Lösung der Frage der Landnutzung unter anderem als Gradmesser für die entwicklungspolitische Ausrichtung, Qualität und Stabilität der Post Apartheid Staaten und deren Regierungen zu sehen.


Die Frage der Landnutzung / Ressourcenverfügbarkeit ist ein latent zentrales Thema in praktisch allen OEZA Regionen und Partnerländern, insbesondere im Südlichen Afrika.


Der Rat der Europäischen Union betont unter anderem, dass "die Bodenreform einen Beitrag zur Erreichung der MDGs leistet, dass ein fairer Zugang der Armen und anderer benachteiligter Gruppen zu Grund und Boden sowie die entsprechende Rechtssicherheit von großer Bedeutung sind, wenn es darum geht, sozioökonomische Entwicklungsziele zu verfolgen und das Wachstum der Landwirtschaft sicherzustellen..".


In diesem Kontext ist die gegenständliche technische Beratung als Baustein der strategischen Positionierung der OEZA zu Fragen der Landnutzung im Südlichen Afrika zu sehen.


Das erwartete Resultat sind

- nationalen Analysen und Reviews der bisherigen Förderungen durch die OEZA

- ein regionaler Querschnitt an Feststellungen und Empfehlungen

- und eine Synthese im regionalen Kontext zu synthetisieren

die dann zu einer effizienten und effektiven Programmstrategie für die OEZA zusammengeführt werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
