Overall goal


Der Zweck dieser Beauftragung ist die technische Beratung der ADA im Bereich Programmentwicklung, -umsetzung und -monitoring der Interventionen der OEZA in der Schlüsselregion Südliches Afrika.


Die geplanten Aktivitäten sind:

1. technische Beratung im Bereich Programmentwicklung und Monitoring und Evaluierung der Programmumsetzung

2. mit entsprechender Delegation Vertretung der OEZA auf Ebene von themenrelevanten Arbeitsgruppen der Geldgeberkoordinierung

3. und technische Beratung im Bereich Projektmonitoring.


Die Ergebnisse dieser technischen Beauftragung sind:

1. Die Qualität der Programmimplementierung wird gesichert in Übereinstimmung mit regionalen und nationalen Entwicklungszielen und mit den Richtlinien und Instrumente der OEZA sowie in Koordination mit den anderen Gebern

2. Die OEZA wird im themenbezogenen Dialog der Geber vertreten und dies führt zu der oben erwähnten Übereinstimmung

3. Die politischen und wirtschaftlichen Rahmenbedingungen werden laufend analysiert und mögliche Änderungen werden in der weiteren Programmimplementierung berücksichtigt.

4. Ideen für Projekte werden laufend identifiziert und entwickelt, Ausschreibungen und Einladungen zur Förderungen werden termingerecht abgewickelt.

5. Die Projektinterventionen werden in Hinblick auf ihre Relevanz, Planungsqualität und Nachhaltigkeit laufend überprüft und Empfehlungen für mögliche Steuerungsmaßnahmen liegen vor.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
