Die OEZA fokussiert in der Schlüsselregion Südliches Afrika in den Themen Good Governance, Menschenrechte und Infrastruktur mit dem speziellen Querschnittsthema HIV/Aids. Die strategische Zielsetzung der OEZA ist ein Beitrag zur Armutsminderung zu leisten.


Die Schlüsselregion Südliches Afrika umfasst das Schwerpunktland Mosambik und die Partnerländer Namibia, Südafrika und Simbabwe. Die länderspezifischen Maßnahmen in den Partnerländern unterliegen einem geordneten Abschluss und Ausstieg und gehen in das Engagement der OEZA im Regionalprogramm Südliches Afrika auf.


Im Jahr 2005 hat die ADA durch einen call for proposals österreichische Nichtregierungsorganisationen eingelagen, Förderansuchen zu den Themen Dezentralisierung: Kapazitätsaufbau auf Ebene der ländlichen Distrikte und Nahrungsmittelsicherung, Steigerung des Einkommens: Landwirtschaft, SME, vorzulegen.


Der Zweck dieser Beauftragung ist die technische Beratung der OEZA und der ADA im Bereich strategischen Positionierung und der Fortschrittsbewertung der einzelenen Förderprojekte.


Die geplanten Aktivitäten sind (1) technische Beratung in der Analyse der strategischen Positionierung der OEZA im gegebenen Kontext und die Ableitung von Empfehlungen und (2) technische Beratung in der Fortschrittsbewertung per 31.12.2006 der Förderungen der Projekte der österreichischen Nichtregierungsorganisationen.


Die Ergebnisse dieser technischen Beauftragung sind (1) ein Rohbericht bis spätestens 2007/10/31 und (2) ein Abschlussbericht, der mögliche Kommentare der OEZA und der ADA berücksichtigt, bis spätestens 2007/11/30.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
