The SPOC Chairman: Upgrading SECI Regional Center Bucharest
Short Description:
Overall goal
The overall objective of the Stability Pact Initiative to fight Organized Crime (SPOC) is to strengthen regional capacities to combat organized crime in accordance with internationally recognized standards. The Initiative focuses on the adoption of policies, strategies and legislation, the development of multi-disciplinary inter-agency co-ordination mechanisms and the enhancement of regional and international co-operation.
Austria appointed a new Chairman who shall oversee the SPOC initiative, as well as support the upgrade of the SECI Center as of October 2005. In this regard, he shall ensure that the SEE region and EU member states recognize the Center as the regional policing tool. Within the project's timeframe, he has to promote the Center in- and outside the Balkans. He has to raise the awareness of political decision-makers that assisting the Center on its way to become an efficient tool will also pay off for EU member states and European law enforcement institutions. He has to prepare the ground that concrete work programmes are drafted along the above-mentioned 14 recommendations until fall 2005 and projects tenders to upgrade the Center are published.
