Short Description:

Overall goal


Themis is an informal regional network of national authorities established in 2010 with the overall objective to facilitate the European Union (EU) Accession and Association process in the field of envi-ronment, through strengthening cooperation and knowledge transfer in the South Eastern European (SEE) countries and Moldova.


Expected results


The project will build on the achievements of the Themis Network since 2010, with the following ex-pected results:

- Result 1: Increased awareness, mutual understanding, cooperation and dialogue in the region amongst stakeholders across the environmental sector and beyond.

- Result 2: Enhanced knowledge transfer via joint actions linked to law implementation, en-forcement and combating environmental crimes.

- Result 3: Strengthened environmental compliance chain in the beneficiary countries.


Target group / Beneficiaries


The main beneficiaries of the project are officials from the national and local authorities responsible for environment, law enforcement officials and the judiciary. For some actions the NGO and private sectors are to be involved.

The project will provide assistance to: Albania, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, Serbia and the former Yugoslav Republic of Macedonia, and will directly involve 360 practitioners, while benefitting approximately 560 individuals.


Activities


The activities are tailored to the countries’ priorities, as reflected in the Multi-Annual Work Programme for 2018-2020, drawn up in cooperation with and endorsed by the beneficiaries, and divided into three Clusters:

- Cluster 1: Management of the Themis Secretariat

- Cluster 2: Knowledge transfer

- Cluster 3: Facilitating the EU Accession process and strengthening the environmental compliance chain at national level


Context


The SEE countries are progressing towards EU integration, but are still facing the challenges of the full transposition, implementation and enforcement of the EU environmental acquis, and the need to strengthen their institutions to meet these targets. The socio-economic factors in the region are also impacting progress, affecting notably the management and protection of natural resources. Moldova shares many of the problems of the SEE region and can benefit from the transfer of lessons learnt.

Activities targeting the objectives of the Rio Conventions include the identification of biodiversity, climate change mitigation, climate change adaptation, and desertification.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
