Overall goal


Durch die EU Erweiterungsrunden 2004 und 2007 wurden 12 neue Mitgliedsstaaten (NMS) in die EU integriert.

Die NMS mussten innerhalb kürzester Zeit aus der Rolle von Empfänger- in die neue Rolle von Geberländern schlüpfen. Die völlig unterschiedlichen Realitäten, Politik- und Entwicklungsansätze bedingen, dass zivilgesellschaftliche Organisationen (CSOs) in NMS und in Beitrittsländern (AC)/Kandidatenländern (CC) noch nicht vollständig in der Lage sind, diese neue Rolle zu erfüllen. Das Projekt Trialog IV hat zum Ziel, das europäische System der internationalen Entwicklungszusammenarbeit durch Integration und aktive Partizipation zivilgesellschaftlicher Organisationen aus den neuen EU-Ländern, Beitritts- und Kandidatenländern auf europäischer und globaler Ebene durch Koordination, Vernetzung, Anwaltschaft und Weiterbildung zu stärken.

Erwartete Ergebnisse sind:

1. Der Trialog zwischen CSOs zwischen Ost (NMS/AC/CC)-West (OMS)-Süd (Entwicklungsländer) wurde vertieft.

2. Anwaltschaftliche und entwicklungspolitische Arbeit für und mit NMS/AC/CC wurde auf nationalem und europäischem Niveau diversifiziert.

3. Wissen und Fähigkeiten bezüglich EZA, Entwicklungskooperationen und entwicklungspolitische Bildungs- und Sensibilisierungsarbeit in NMS/AC/CC wurden vertieft.

4. Der Zugang von TRIALOG konnte den veränderten internen und externen Bedingungen der CSOs angepasst werden.

Hauptaktivitäten: Politik-Dialog und Anwaltschaftliche Arbeit, Ost-West-Süd-Trialog, Ressourcen- und Wissens-Zentrum, Informations-Plattform, Koordination & Netzwerken. Im Jahr 2010 wird in Managua eine TRIALOG Entwicklungskonferenz zum Thema 'The role of CSOs' durchgeführt. In Vorbereitung dazu organisiert H3000 im November in Wien ein ExpertInnen-Seminar für 50 ExpertInnen aus allen EU-Ländern sowie aus einigen Entwicklungsländern.


Trialog Projekte werden seit dem Jahr 2000 durch die Europäische Kommission und die OEZA kofinanziert. Bei vorliegendem Projekt handelt sich um das 4. Trialog Projekt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
